LXII LEGISLATURE OF VERACRUZ. There are 100 municipalities broken
Although the political report of the Secretary of Government of December 31 realizes that all events swearing elapsed "without problems" how difficult as they come after excluding more than 100 municipalities, of all colors-ended financially bankrupt - as the deputy said Aguilar-Germain Yescas member of the Audit Commission in LXII Legislature, the fact is that the incoming councils share the challenge of inadequate budgetary resources and social pressures of any size and origin in the sense that they fulfill the commitments of the campaign.
As I have said in other articles, the renewal of powers is also the renewal of hope. A feeling increasingly blurred by the disbelief cultivated by those who met or, worse, that defrauded the electorate by engaging in corruption but never checked for citizenship are credible versions to deficiencies in accountability, opacity and evidence of unexplained enrichment.
In other words we are experiencing a new political reality requires a new balance to begin between the government and society. It also requires new agreements between the local political class considering that municipalities are becoming more pluralistic and low political legitimacy. What will preferenciar, electoral disputes and claims, or the unity and effectiveness of agreements to benefit the community?
What determines which municipalities have the capacity to respond to the cluster of needs and commitments? There are those who reduce everything to the shortage of budgetary resources. Others are more critical view that given the municipal mismanagement that prevails in most cases, no budget is sufficient.
